What can be done to curb industrial emissions beyond the possibility of a cap-and-trade system?

It has been a longstanding misconception in the U.S. that transportation is the leading culprit of greenhouse gas emissions, and too much attention has been focused (unsuccessfully) on curbing emissions in this sector for the past 35 years. While cap-and-trade or a carbon tax are the most common mechanisms suggested for regulating industrial emissions, receiving governmental support may not come quickly. So what other initiatives can Congress launch to support increasing the energy efficiency of and renewable energy use by American businesses?
