Some solar panel providers & suppliers are installing panels on a lease or rental basis, so that the homeowner does not get stuck with large up-front costs, but the supplier benefits from the reduced. There should be an incentive for that to happen more.

Absolutely. There is the danger that it will industries off the hook in making real and drastic cuts in their carbon emissions.
The cap & trade program should not give away credits, with perhaps a very few exceptions. It must be costly enough so that industries will really have incentives to truly cut their carbon emissions.
