Why is Congress refusing to support Obama in his call to get 25% of our electricity from renewables?

This is one of the easiest goals to support. What's holding up the show?

This is a great idea, and if done immediately, would provide an excellent pilot program for looking at how a single payer public plan would work out for the rest of the population. Given the rising need for health care as people age, and the fact that this miserable economy has put this age group in a horrible position, it would help a great deal.
Can the CBO examine this possibility and figure out how it could be implemented immediately? I would bet that it would be far less expensive to add 55+ year-olds to Medicare than to let the uninsured and under-insured in this group continue to lack care. This is a significant segment of the country's population -- not in terms of total numbers, but in terms of what a lack of care ends up costing in the longer term.
